God declares believing sinners to be righteous. A result is peace: God's wrath toward the believer has been satisfied by Jesus (v 1) and the believer's wrath toward God has been replaced by love for God (v 5). A difficulty arises when Paul says "one act of righteousness leads to justification and life for all men" (v 18). Does this mean everyone will be saved? What about the biblical teaching of hell?
